Re structuring BBMP is the only solution
Bangalore has grown beyond what Kempegoda envisged : It has been very difficult to handle issues like,Garbage crisis,Traffic & planning : The committee has rightly suggested five municipal Corporations under an Apex Body called Greater Bangalore Authority. All municipalities will have independent mayors.
The BBMP is considered to be the most corrupt organisation & it needs Administrative reforms . The Chief Minister will be the Chairman of the new set up : Though it is a well intended report,it does not conform to the 74th Amendment of the constitution:
Chronology of events;
30/03/15...High court directs the govt to complete the pool process by May,30.
GOK submits ward reservations to SEC by 13,April
The BBMP was superseded on April/17
Govt withdraws roster notification...april/29
Supreme court orders ,elections to be held within 3 monhs...may/05
on June /25...SEC announces the elections...on july/28
On june/29 the state govt challenges high court order in supreme court
on July/03 SC grants a breather of 4 months
on July/13 High court orders SEC to issue calendar of events
The lack of accountability & Transperancy in the functioning of the present BBMP is the root cause of the problem: The recommendation of splitting the BBMP and creation of another two govt agencies will cost the tax payer a lot of money
